With the enactment of the Republic Act (RA) No. 11966 or the Public-Private Partnership (PPP) Code of the Philippines, the indispensable role of the private sector in infrastructure development, financing, designing, construction, operation and management of development projects and service has been recognized.  

The PPP Code unifies and streamlines the once-fragmented legal frameworks on PPP. That said, salient features of RA No. 6957, as amended by RA No. 7718 or the Build-Operate-Transfer (BOT) Law, and its Implementing Rules and Regulations (IRR), the 2013 National Economic Development Authority (NEDA) Joint-Venture (JV) Guidelines, Executive Order (EO)No. 423 s. 2005, and the various PPP Codes and JV Ordinances of respective Local Government Units (LGU) have now been codified.
